Planned Parenthood Federation of America (PPFA) is a 501(c)(3) charitable organization that supports independently incorporated Planned Parenthood affiliates operating nonprofit health centers across the U.S. PPFA also educates the public and advocates for sexual and reproductive health issues. Planned Parenthood Action Fund, formed as PPFA’s advocacy and political arm, is a separate 501(c)(4) nonprofit membership organization. The Action Fund conducts education, advocacy, and limited electoral work, including grassroots organizing, legislative advocacy, and voter education to advance Planned Parenthood’s mission.

PPFA and the Planned Parenthood Action Fund are seeking a skilled and self‑motivated PC&E Generalist to join the People Operations team. This position reports to the Director of People Operations within the People, Culture & Equity division, which focuses on advancing a progressive people strategy that attracts, develops, and retains top talent while fostering a positive workplace culture.

Purpose
The Manager, People, Culture and Equity Generalist serves as the operational lead for the People Operations team. This role manages compliant and efficient employee lifecycle processes, ensures accurate data and policy alignment, and oversees the creation and upkeep of internal documentation and standard operating procedures. The position ensures continuity, strong business processes, and effective project management across People Ops, working closely with the broader PC&E team to support seamless service delivery.

Delivery
• Manage all core People Operations processes related to employee lifecycle changes, including hiring, promotions, transfers, terminations, and union status updates
• Prepare and distribute documents such as union eligibility notices, wage notices, promotion and annual increase letters, and termination materials
• Ensure accurate data entry and updates in HR systems (such as SuccessFactors), including compliance with effective dates and pay changes
• Act as the sole owner of the union calculator, determining eligibility, updating systems, and notifying unions and employees
• Conduct regular audits of employee data for accuracy, compliance, and adherence to policy and legal standards
• Lead the creation, review, and ongoing maintenance of SOPs and workflow documents for People Ops processes
• Ensure SOPs remain current with policies, system capabilities, and cross‑functional responsibilities
• Support recurring People Ops dashboards and reports to aid compliance and workforce planning
• Lead and execute projects focusing on systems, process improvements, or compliance
• Perform additional duties as assigned

Engagement
• Work closely with the Director of People Operations on process improvements, risk mitigation, and data strategy
• Collaborate with Talent Acquisition, Business Partners, People Systems, and Compensation to align lifecycle processes with organizational priorities
• Coordinate with cross‑functional teams such as TA, IT, and Payroll to ensure timely and accurate employee changes
• Partner with the Associate Director of People Systems on shared PC&E dashboards to maintain consistent and accurate reporting
• Serve as the primary responder for compliance and audit documentation requests
• Act as a secondary point of contact for labor unions, responding to delegate requests and updating union employees and representatives about enrollment changes
• Serve as a knowledgeable resource for PC&E teams regarding operational processes, systems, and documentation standards
• Provide training, resources, and guidance to ensure stakeholders understand and follow People Ops workflows
• Offer backup support to both the Manager, Generalist on the BP team and the Associate Director, People Systems, assisting with access issues, reporting, and coordination with IT or vendors as needed

Knowledge, Skills, and Abilities
• High school diploma required; bachelor’s degree in HR, Business Administration, or a related field preferred
• At least 5 years of progressively responsible experience in HR operations, lifecycle processing, or HR systems administration
• Experience with union‑represented employees and collective bargaining agreements is a plus
• Strong understanding of employee lifecycle workflows, including union eligibility updates
• Hands‑on experience with HRIS systems (e.g., SuccessFactors) and familiarity with data flows between platforms
• Proven ability to maintain accurate data, audit trails, and policy compliance
• Strong skills in Google Sheets or Excel, including validation, conditional formatting, and basic analysis
• Excellent verbal and written communication skills and the ability to build strong relationships
• Proven ability to create and manage SOPs across functions
• Ability to identify process gaps, update documentation, and improve clarity and usability
• Strong organizational and time‑management skills with the ability to manage projects independently
• Ability to maintain strict confidentiality when handling sensitive information

Salary: $90,000–$95,000 per year
Travel: Up to 10%
