Position Summary
Nava is leading efforts to transform how government serves the public, and we’re seeking a Program Strategist to help expand our impact.

In this role, you’ll collaborate with Nava teams and government partners to rapidly and creatively develop digital services that align with changing policies and regulations. A key part of your job will be connecting legal requirements with practical product design, ensuring our solutions are both compliant and user-focused. You’ll interpret complex policies for technical teams and explain technical constraints to policy and operations stakeholders. This dual expertise will help turn regulatory challenges into opportunities for better service delivery and more efficient government systems.

You’ll also work with Nava’s Partnerships and Evaluation team to find high-impact opportunities for advocating policy and system improvements. Your responsibilities will include identifying new areas for impact, conducting program research, and monitoring trends in technology and public service design.

You are a strategic thinker who can identify patterns in complex information and make informed decisions that benefit both internal and external teams. You communicate clearly, combine analytical rigor with practical thinking, and can turn research on programs, policies, and government operations into actionable recommendations. You stay informed on technology, legislation, and policy trends and are passionate about improving government programs.

What We’re Looking For:

– Experience in analyzing public programs using both qualitative and quantitative methods to support implementation and suggest practical solutions
– A flexible, empathetic, and collaborative attitude
– Strong attention to detail and reliability
– Comfort working in fast-paced, evolving environments with multiple priorities

What You’ll Do:

– Conduct detailed analysis of federal and state laws and regulations for programs like Medicaid, Paid Family Leave, and WIC
– Translate policy and regulatory findings into actionable recommendations for product design and delivery
– Create clear, accessible policy documentation to help delivery teams understand the regulatory landscape
– Develop materials such as policy briefs and process diagrams to support decision-making
– Present policy information clearly to a variety of audiences
– Identify regulatory issues early in projects and suggest compliant, user-centered solutions
– Distinguish between policy requirements and operational or technical decisions
– Monitor legislative and policy developments to help Nava assess risks, stakeholders, and opportunities for impact

Required Skills:

– Minimum of 5 years of experience in policy analysis or a combination of relevant graduate education and experience
– Direct experience working with or interpreting Medicaid policies and programs
– Proven ability to build strong relationships with internal teams and external partners
– Self-motivated and able to work independently
– Excellent written and verbal communication skills, including in technical and policy contexts
– Understanding of public programs at various levels of government
– Ability to clearly document research, findings, and recommendations

Preferred Skills:

– Experience implementing policy or operational changes in government programs while building tech solutions
– Familiarity with agile project management and human-centered design
– Availability to work during Pacific Standard Time business hours
– Graduate degree in public policy, public administration, or a related field

Salary Range: $109,800 – $121,500 per year

Other Requirements:

– Legal authorization to work in the U.S.
– Must meet any requirements for government contracts
– Must not require visa sponsorship now or in the future
– May be subject to a government background check or security clearance
